Thyolo, 2019: Efficient and swift delivery of services by council secretariats is enhanced if they are accommodated under one roof, a system which cuts on travel time in search of data from sections and minimizes complacency by junior officers.

 While recruitment of new staff is done regularly, some Local Authorities (LAs) take decades to have office spaces increased to match with rising numbers of staff.

One such council is Thyolo where part of the council secretariat is housed in a building that was constructed in 1900 formerly used by Conforzi Estate Management which later released it to Thyolo district council which was previously under Chikwawa district administration.

“We are now building a 3 storey office complex which will have 80 rooms and can house all government sectors with 120 members of staff under one roof.

We have had problems of office space, nevertheless, once the building is completed, it will change the outlook of Thyolo,” Jossen Tembo, council’s monitoring and evaluation officer expresses his joy.

This does not mean the old complex will be dumped. It will continue serving its purpose. “The old office complex will still be used by council staff or may be rented out for revenue generation,” Tembo reveals the council’s plan.

He recalls the district council office, police and prisons were infrastructures and compounds for Conforzi Estate before they were occupied by council senior and junior staff.

Roads and building supervisor, Hastings Phiri says, despite that office handover by Conforzi, National Registration Bureau (NRB) officers are crowded in one room serving people in a very difficult condition.

 Phiri, however, hopes the problem would be an old story when the 3 storey office complex being built by RAYs construction company, will be completed.

 The new office complex which stalled was supposed to be completed in 18 months. It is expected to cost about Mk2 billion financed by Central Government through National Local Government Finance Committee (NLGFC).

Thyolo district has a population of 130,984 according to 2018 Malawi Population and Housing Census Main Report. It borders, Chikwawa in the south west, Nsanje in the south, Mulanje in the east and Blantyre in the north.

Chiradzulu, 2019: Recognitions world over are bestowed on individuals or groups for their unique contributions in specific fields of political, religious, or economical.

Aida was a wife to Rev. John Chilembwe, the earliest hero of Malawi’s independence movement. The martyr is remembered every 15 January. His portrait was long on the back of all Malawi currency notes and is still on the 2000 and 500 Kwacha notes.

 A technical college in Chiradzulu district has been named after Aida. Acting principal of the college, Amos Kasambwe says, “I like the dream of His Excellency Prof. Arthur peter Mutharika’s to honour John Chilembwe and family.

Aida was training fellow women some technical skills like knitting when her husband was a Baptist pastor and an educator who rebelled against the colonial rule.” He says the technical college is to continue with the work started by Aida in Chiradzulu.

“The college which was officially opened on 13th September, 2018, offers seven courses or trades namely renewable energy, fabrication and welding, plumbing, tailoring and fashion design, information and communication technology, carpentry and joinery and bricklaying.” 

In carpentry and joinery, the college produces products like display cabinets, chairs, dining sets and any furniture products.

Kasambwe also explains, “In fabrication and welding, we produce steel beds, steel TV stands, small kitchen ware, steel windows, school desks and chairs.”

On pricing of products, he says, we charge not necessarily to make profits but just get back what we pumped in to continue buying raw materials. The college then had 218 students waiting for industrial attachments with Chiradzulu and surrounding districts of Blantyre, Phalombe, Mulanje among others.

Chiradzulu council Building supervisor, Jimmy Masina says the college is an asset to the Providence industrial church where it stands. The college has employed some people living around it and other community members come to learn some trade skills from the college.

The college however, according to acting principal the college needs additional instructors that is two per trade and it also needs college product marketing team so that once products are made they sell easily

Thyolo, 2019: Like in the computer age, people need to move with time and technology changes. Slightly over two decades ago, typewriters were famous pieces of equipment one would never miss in government and private company offices. 

Community Centre grounds were also best places to develop sports especially foot and netball in districts across Malawi. Government, then, comes up with a no-turning back decision to construct a stadium in each district council.

Thyolo district council monitoring and evaluation officer, Jossen Tembo, says, “We are constructing a new stadium which will have a capacity of 20,000 seater. The council wants to upgrade the football pitch and running truck to catch up with new standard of sports or games.”

According to the director of planning and development for Thyolo council, Davis Kavalo the old community ground was always congested since the land on which it was built was too small.

 “The land where the old community centre ground was, will be inside the stadium. Five old semidetached houses that belonged to ten prison officers will be demolished and replaced by new ones to pave way for the stadium,” says Kavalo.

Considering the land shortage at Thyolo Boma, the council secretariat made negotiations with chiefs, Members of parliament and ward councilors to have the stadium where initially there was a Community Centre ground.

Contractor constructing the stadium is DEC Construction Limited. The site foreman, Gregory Chirwa says the project was to be concluded in one and half years (January 2018 to June, 2020).

The stadium among others will help develop youth sports’ talents as they will be exposed to the country’s best players. It will also boost the council’s revenue collected from business persons such as restaurant operators that will be accommodated in the facility especially in the VIP section.
