The Local Government Act (1998) provides further powers and functions of the NLGFC. On 1st April, 2018, the Government of Malawi (GoM), through the on-going Public Sector Reforms, effected a merger of the old National Local Government Finance Committee (NLGFC) and the Local Development Fund (LDF). The merger eliminated duplications in relation to the management of recurrent and development funds for facilitation of fiscal decentralization in support of the Local Governments (LGs). In its Mandate, the new NLGFC’s is to “facilitate fiscal decentralization, financial management and local development in local governments”. Its vision is to “have fiscally decentralized, transparent and accountable local governments that deliver quality services”. The NLGFCdischarges this mandate and vision under the policy guidance of the Ministry of Finance, Economic Planning and Development and the Ministry of Local Government and Rural Development.Economic Planning and Development and the Ministry of Local Government and Rural Development.
