NLGFC Director of Finance-Vacancy
The National Local Government Finance Committee (NLGFC) was established under section (149) (1) of the Constitution of the Republic of Malawi with a mandate to spearhead fiscal decentralization in Malawi. It is also mandated by an Act of Parliament to disburse and manage operational and development resources for Local Governments in Malawi. The NLGFC supervises and works for hand in hand with local governments in financial management and reporting and also project management.
The NLGFC seeks to strengthen its capacity to effectively and efficiently deliver its constitutional mandate and implementation of Projects by engaging a suitably qualified, experienced and result-oriented Malawian professional to fill a vacant post of Director of Finance (Grade M2) tenable at the NLGFC offices, Area 14, Lilongwe.

Responsible for: Finance Manager, Senior Financial Analyst, Senior Budget Analyst
Purpose:
To coordinate and monitor the allocation, disbursement and accounting for financial resources; budget preparation and implementation.
Key Duties and Responsibilities
- Develop and review accounting and reporting policies, procedures, guidelines,
standards and controls for effective utilization and management of local government resources and project management. - Allocate and disburse financial resources to local authorities.
- Monitor budget implementation, revenue generation and financial management by Local Authorities and NLGFC.
- Develop and review the resource allocation formula for Local Authorities in collaboration with stakeholders.
- Facilitate, subject to approval of the Auditor General to audit use of funds by local
authorities and NLGFC. - Coordinate consolidating and monitoring of LA budgets
- Provide financial management backstopping to LAs.
- Supervise and appraise departmental staff.
- Produce appropriate reports as required from time to time.
Qualification
- Master’s Degree in Accounting or Finance or Business with a professional
a qualification such as ACCA, CIMA, BIMA or equivalent from recognised institutions. - Be a current full-time memberof an Accounting professional body i.e. ICAM,ACCA, CIMA etc.
Person Specifications
- Eight (8) years’ work experience in a senior public finance management position and expertise in project fund management and accounting.
- Experience in leading project formulation and management teams of donor-fundedprograms including a good level of technical understanding of Government fiduciary management procedures and policies a necessity.
- Computing skills including use of intranet and internet. Working knowledge of computerized accounting systems preferably IFMIS, Tompro and various accounting applications is desirable.
- A proven and clean management experience with sound judgment and demonstrable ability to work with a team of professionals.
- Thorough understanding and experience with local governments and donor funded accounting standards and policies
- Self-starter with proven ability to work effectively and efficiently under pressure and in complex organizational settings.
- Ability to prepare and interpret statements and books of accounts, including management accounts.
- High level of interpersonal and management skills, integrity, creativity and ability to work with people of all levels.
- Highly developed analytical thinking, decisive judgement capabilities and leadership management skills.
Salary Scale:
National Local Government Finance Committee salary scale for the Grade shall apply.
