National Local Government Finance Committee (NLGFC) was established under the provisions of Section 149 of the Constitution of the Republic of Malawi to facilitate financing of local councils in Malawi. The National Local Government Finance Committee (NLGFC) therefore seeks to strengthen its capacity to enable effective and efficient delivery of its constitutional mandates and implementation of its Projects by engaging suitably qualified, experienced and result oriented Malawian professionals to fill the vacant post of Director of Corporate Services tenable at the NLGFC offices, Area 14, Lilongwe. The position is very senior, challenging, requiring highly committed, dedicated and skilled professionals with exceptional expertise.
The Position: DIRECTOR OF CORPORATE SERVICES (GRADE M2)
To effectively commit with the NLGFC to provide critical strategic support in the functional areas of Human Resources, Information Technology, Administration, secretariat financial management and accounting towards the achievement of institutional goals and objectives.
Job Function: Reporting to the Executive Director, the Corporate Services Director shall ensure effective management of corporate services including human resources, finance, contracts and facilities management.
Key Roles and Responsibilities
- Formulating, monitoring, reviewing and interpreting corporate policies, standards, procedures and strategies
- Preparing, reviewing and drafting contracts and agreements in compliance with statutory and legal requirements
- Liaising with relevant departments to identify legal risks and provide appropriate mitigations
- Coordinating, monitoring and reviewing budget preparation and implementation for the Secretariat
- Developing, implementing and reviewing assets, inventory and fleet management systems
- Ensuring adequate financial, human and material resources for effective implementation of the objectives of the Commission
- Monitoring and evaluating departmental and individual work plans, performance appraisal results and personal development plans for effective delivery of institutional goals
- Working in collaboration with Departmental Heads to develop relevant policies for the NLGFC
- Producing appropriate reports as required from time to time
Qualifications and Technical Skills/Experience
- Master’s Degree in relevant field of Public Administration, Business Administration, Law from a recognised institution
- Not less than eight (8) years’ work experience in a senior management position
- Strong analytical, problem solving, detail oriented and organizational skills
- In-depth understanding of Malawi’s labour laws
- Excellent oral and written communication skills
- Effective team player with interpersonal skills, emotional maturity, oriented track record and self- starter
- Membership to relevant professional body required
- Ability to exercise excellent professional judgement and strong influencing skills
Employment period
Three years contract subject to renewal based on satisfactory performance.
Salary Scale
Government salary scale for the National Local Government Finance Committee relevant to the Grade shall apply.
