REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – INDEPENDENT ASSESSOR)

Assignment Title: Conducting Local Authority Performance Assessment for Performance Based Grant

The Malawi Government has received grant financing from the World Bank in the amount of US$100 million towards the cost of the Governance to Enable Service Delivery (GESD) project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the undertaking of the local authority performance assessment for all 28 district councils covering performance for the 2020/21 financial year. The exercise will assess (1) Minimum access conditions (MACs) and (2) Performance Measures (PMs) for councils as per the Local Authority Performance Assessment Manual (2020).

The consultant will mobilize a team consisting of 1 Team Leader and set of 6 sub-teams so as to complete the performance assessment fieldwork by September, 2021. Each sub-team will be composed of 4 experts that will assess the districts simultaneously. The contract is expected to be signed in August, 2021 and will extend an estimated period of 60 days, in line with accompanying Terms of Reference (ToRs).

The NLGFC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the firm and team members as detailed below:

a). Core business of the firm(s) and years in business

b). Relevant experience (based on scope in the ToR), which should specifically include:

  1. Experience in undertaking big consultancy assignment;
  2. Experience in undertaking consultancy services in local governments in Malawi;
  3. Knowledge of the local Government systems in Malawi is a must; and
  4. Experience in data collection using any software packages will be an added advantage

c). Technical and Managerial capability of the firm. Provide only the structure of the organization, general qualifications, and number of key staff, organization of assignment team – including the CVs the of proposed Team Leader and team members.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) procurement method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours 0900 to 1600 hours.
