GOVERNANCE TO ENABLE SERVICE DELIVERY (GESD) PROJECT

The Governance to Enable Service Delivery (GESD) Project is a new proposed project in the National Local Government Finance Committee and is expected to become effective in July 2020. It will run for a period of five years. This is a $100 million dollar World Bank funded project of which $50 million is secured while the additional $50 million is being sought.

GESD DEVELOPMENT OBJECTIVES

The proposed Project Development Objective is to strengthen core national and local government institutions to improve the efficiency, equity and accountability of public resources for devolved services.

GESD PROJECT COMPONENTS

The Project is headed by a Coordinator and has got four components namely:

  • Performance-Based Financing for Service Delivery;
  • Inter-Governmental Accountability Systems;
  • Performance Improvement Support; and
  • Adaptive Management and Innovation Support.
