Financial Management

The department of Finance provides efficient and effective financial services in the management and accounting of financial resources for Local Authorities (LAs) and National Local Government Finance Committee (NLGFC) and ensuring adherence to national financial regulations and guidelines at all times. 

The department achieves this through the functions of budgeting, resource allocation, financial reporting, and technical financial support to LAs financial performance monitoring, and facilitation of internal and external audits.

The Finance department objective: “to coordinate and monitor the allocation, disbursement and accounting of financial resources and led in the budgeting and implementation in LAs and at the NLGFC”

The department is headed by the Director of Finance (DoF) and has three sections namely:

  1. Financial Management and Accounting Division
  2. Finance Management and Compliance Division
  3. Budget Division

 

The department scope of work includes:

  1. Budgeting and Financial management:-
  • Planning and Budgeting, consolidation of Budgets (LAs & NLGFC)
  • LA Financial monitoring, supervision and technical backstopping
  • Preparation and consolidation of financial reports (Government – ORT, Development partners)
  • Provision of financial regulations, policies and guidelines
  1. Capacity building for LAs on financial matters
  2. Resource mobilization and disbursement of Government and Development Partners funds
  3. Facilitating internal and external Audits of LA’s and NLGFC
